After Prime Minister Narendra Modi’s announcement of lockdown extension across the nation until May 3, the Ministry of Home Affairs has released the fresh guidelines for lockdown 2.0 allowing only certain sectors to work from April 20, 2020. This is done keeping in mind the fulfilment of basic necessities along with the control on the spread of novel coronavirus. Activities that remain suspended across the country until May 3, 2020, are air travel, rail travel, inter-state travel, educational institutes, commercial activities, hospitality services, taxis (including autos, rickshaws and cabs), malls, cinema halls, entertainment parks, bars. All social / political/ cultural / religious and other gatherings continue to remain prohibited throughout the nation.

Activities that have been permitted from April 20 are agricultural, horticultural, farming, procurement of agri products, 'mandis'. Shops of farm machinery, spare parts, supply chain of vaccines & medicines, repairs and custom hiring centres related to machinery will also get operational.

To provide an impetus to the rural economy, industries functioning in the rural areas like food processing industries, construction of roads, irrigation projects, buildings and industrial projects, people working under MNREGA, irrigation and water conservation works and operation of rural Common Service Centres (CSCs) will be allowed. These activities would create job opportunities in the rural sector.

Manufacturing and other industrial establishments with access control would be permitted in SEZs (Special Economic Zones), EoUs (Export Oriented Units), industrial estates and industrial townships. Additionally coal, mineral, oil production, manufacturing of IT hardware, essential goods, and packaging units would be operational after April 20. It is expected that industrial and manufacturing sectors would create job opportunities.

Along with these, the important components of the financial sector such as RBI, banks, ATMs, capital and debt markets as notified by SEBI and insurance companies will also get operational with a view to provide enough liquidity and credit support to the industrial sectors.

The revised guidelines issued by the Ministry of Home Affairs would also permit all health services and social sectors. Public utilities, supply chains of essential goods, important offices of Central and State Governments and local bodies to function after April 20.
